"NHS wastes patients' money by sending duplicate mail without paying postage"

Received invitation to screening a few days ago in the post. Yesterday was left card by postman re letter to collect due to unpaid postage. Turns out to be exact duplicate of screening invite already received. Had to pay £1.50 to find out that they are doubling postage costs - except they aren't doubling their costs but mine!.
